AOS 96 seeks to remove non-consolidation penalties

In the final hours of Maine’s 2018-19 budget negotiations, the governor’s office inserted language into the biennial budget  that would reduce funding to schools which do not consolidate into one of nine to twelve new School Management and Leadership Centers (SMLCs).
